Mount Green Housing Association manages approximately 1,700 homes across Surrey and West Sussex. They required a range of consultancy services to support asset management and future investment planning. These services included:
- Stock Condition and Energy Performance Certificate (EPC) Surveys
To address existing gaps in property data and support compliance with the Decent Homes Standard and future regulatory requirements.
- Retrofit Assessments
Including the development of costed, modelled improvement options to help achieve a minimum SAP band C rating – and ultimately the highest possible EPC band for each property.
- Contract Administration and Programme Management
Covering capital and planned works. This involved liaising with contractors, pricing reviews, conducting pre- and post-inspections, and issuing practical completion certificates.
- Asset Management Strategy Development
To provide a structured, long-term plan that ensures strategic investment in the housing stock and compliance with statutory obligations.
Procurement and Delivery:
The project was awarded directly via a Procurement Waiver, in line with their standing orders, based on the consultancy’s proven track record of high performance on similar projects.
As the initial project progressed successfully, the scope of services was expanded. This included larger scheme-wide planned works, such as:
- The successful reglazing of windows to a block of 27 flats
- An estate-wide rejuvenation project
- Temporary support with pre- and post-inspections of void properties
Project Outcomes:
For the Stock Condition Survey programme all data was uploaded into M3Vision, Mount Green’s asset management system, using M3Mobile to conduct on-site surveys.
As license holders of M3Vision, Mount Green can now actively monitor and update their stock condition data, as well as generate forecasts, reports, and HHSRS data exports to inform ongoing investment decisions.
